'Candy game'
The legal representative, handling the case, described the criminal behavior to the legal proceedings.
She stated his targets were disadvantaged youngsters who were participating in a summer program which he managed.
Ruben played a "sweet game" with the youngsters, Mrs Prior explained, in which he would enter the boys' rooms when they were preparing to sleep and tell them to eat sweets "as fast as possible".
She stated to the judge the defendant had conducted this practice with the young males "repeatedly", and minors had earlier experienced illness the subsequent day.
She stated the defendant had been able to explain this for many years as the children being "overexcited from fun", until his stepchild had suspicions in summer 2025.
The legal representative stated further: "Recently" his family member had concerns about the situation, for good reason.
"They chose" to have a look in the man's possessions."
The prosecutor stated objects including lubricant, Vaseline and injection devices were located, and his family member contacted the police about his worries.
She stated Ruben continued to conduct the "sweet game" with six youngsters that time - Saturday 26 July - and they were everyone unwell the subsequent day.
"The police had not gone out by that stage," she continued.
The police watchdog, the police conduct office, earlier informed that it was reviewing the police response of the incident.
Mrs Prior stated the minors were struggling to walk due to their condition, so Ruben's stepson called the law enforcement a second time.
She stated Ruben then conducted the "treat game" in a space of five youngsters.
